Our Safety Rules


Boat ACCESS is from the Fishing Headquarters ONLY.

at the  Bait Shop.

  • For the safety and preservation of the reservoir's natural environment, pets are not allowed in the area. This policy helps protect wildlife and ensures a clean and enjoyable experience for all visitors.

  • To protect water quality and minimize noise pollution, gas engines are prohibited on the reservoir. Boats may be rented at the Fishing Headquarters, with electric motors available for an additional fee.

  • For safety reasons, all boat occupants under the age of 18 must be accompanied by an adult. Each occupant must have a personal flotation device (PFD) on board, as seat cushions may not be substituted. This ensures that young passengers are supervised and protected while enjoying the water.

  • To ensure safety and stability on the water, all boats must be at least 10 feet in length. This requirement helps maintain proper balance and handling, reducing the risk of accidents and enhancing the overall boating experience.

  • All boats, kayaks, and canoes must be launched exclusively at the ramp located at the Fishing Headquarters, situated at 212 Spruce Grove Rd. This policy is strictly enforced to ensure safety and proper access to the water. No exceptions will be made.

  • Please note that the Chester Water Authority (CWA) reserves the right to close access to the reservoir as needed. This measure ensures the safety and protection of the facility and its users. The CWA will provide notice of any closures and appreciates your understanding and cooperation.

  • Per September 1st, 2024 all use and launching of Paddleboards both manual and Motorized are hereby Prohibited from The Octoraro Reservoir. No EXCEPTIONS.

    If you bring a paddleboard you will be fined for using it on the water, enforced Directly by Chester Water Authority. (CWA) & The Fishing Headquarters.

  • All individuals aged 12 and under are required to wear a personal flotation device (PFD) at all times while on or near the water. This safety measure is mandatory to ensure the protection and well-being of young passengers, providing an added layer of security in case of unexpected situations.

  • Cutting, damaging, or removing any wild plants is strictly prohibited. This policy is in place to preserve the natural habitat and maintain ecological balance, ensuring that all plant life remains undisturbed for the benefit of wildlife and future visitors.

  • Swimming is not permitted in the reservoir to ensure the safety of all visitors and to preserve the quality of the water. This regulation helps prevent potential accidents and protects the reservoir's ecological balance, allowing everyone to enjoy a safe and clean environment.

  • Except for the designated launch ramp, all other access points to the reservoir are restricted to walking access only and are intended solely for fishing along the bank. This policy ensures safe and orderly use of the area, preserving the integrity of the reservoir's surroundings and providing a dedicated space for anglers.

  • All Pennsylvania fishing and boating regulations will be strictly enforced. It is your responsibility to be aware of and comply with all rules, regulations, and laws governing any waterway you use. Compliance is mandatory to ensure safety, legality, and enjoyment for all users. Failure to adhere to these regulations may result in penalties or legal consequences. Your cooperation is required and appreciated.

  • To maintain a clean and safe environment for all visitors, dogs, horses, and other pets are strictly prohibited on or around the reservoir. This policy helps protect wildlife, ensures water quality, and provides a more enjoyable experience for everyone using the area.

  • Boats must be removed from the water during severe weather conditions. The Octoraro Reservoir is not designed for flood control, and severe storms can lead to unpredictable and hazardous conditions. For your safety, all boats must exit the water immediately when storms occur. Please be aware of the weather and take precautionary measures to ensure a safe experience for all.

  • To ensure a safe and pleasant environment for all visitors, open fires, alcohol, firearms, littering, and ice fishing are strictly prohibited. These regulations are in place to maintain the integrity of the reservoir, protect natural wildlife, and provide a clean, secure area for everyone to enjoy. We appreciate your cooperation in adhering to these guidelines.

  • a valid Pennsylvania fishing license is required of persons age 16 and over. Anglers do not need to display licenses, but must be able to provide them either in print or on their digital device upon request of an officer. They are offered in annual and multi-year. 

  • To preserve the natural beauty and ecological health of the reservoir, please take steps to reduce waste. Properly dispose of all trash and recyclables in designated containers, and minimize the use of single-use plastics. Do not dispose of waste in the water, as this is illegal and will be strictly enforced. By taking these actions, you contribute to maintaining a clean and sustainable environment for everyone to enjoy. Your commitment to reducing waste helps protect the reservoir's ecosystem and ensures a pleasant experience for future visitors.

No boat will be permitted on the reservoir that does not meet the above requirements.  Each boat launched will be issued a CWA identification flag, which must be visible at all times. 

Is that a Boat in the Lake? No, it is a Buoy!

Chester Water Authority (CWA) has installed new equipment in the Octoraro Reservoir to continue its proactive approach to monitoring the water quality.

The equipment will relay real-time information to CWA staff, enabling them to quickly identify changes in water quality.  The equipment is mounted on six buoy platforms that are located in the Octoraro Reservoir. The units are rectangular in shape and yellow in color (see photos) and are powered using environmentally friendly solar power.

CWA asks boaters to observe the following rules when operating watercraft in the reservoir near the buoy platforms:

  1. Maintain a minimum distance of 30 feet from the buoys at all times

  2. Do not moor boats to the buoys

  3. Do not cast fishing lines over or toward the buoys

CWA thanks all boaters in advance for complying with these requirements.
